Your eyes aren't fooling you — in every way, these are ACU style uniform tops, but without the not-so-great camo that came with them. But these in particular are incredibly rare, and definitely not in UCP camo, So what gives?
These uniforms, as well as other unorthodox solid and non solid colorways, were issued to OPFOR, or Opposing Force personnel. During war game scenarios, the United States brings everyone to Fort Irwin national training center, which has over 1,000 square miles of restricted airspace, an uncluttered radio spectrum, and hosts some of the US's largest war games. In a nutshell, these uniforms were given to the 'bad guys' during training scenarios.
Where 'Civilian' in CIVPU comes from, we can't make any specific guesses — it most likely has to do with these un-camouflaged uniforms purposefully contrasting to issued Cammies. In other words, they were most likely for civilian contractors (and they look a whole lot like the blackwater 'fishing vest' color, IYKYK).
Either way, these are both exceedingly rare and generally one of the better combat uniforms the US has produced in its history — without the digital-vomit camo, it's features can really be appreciated...
